I ended up spending a bit of time trying to figure it out, and it seems that you need to go to GT Auto -> Customize Cars -> Custom Parts -> Rear -> Type B. For whatever reason that changed the maximum front downforce from 100 to 200 for me. 99% are excellent tunes. There's the odd one that doesn't really work that well, but Praiano is a master at tuning for Gran Turismo as a whole, not just GT7. You don't really have to run aggressive rake like he does, but your car will understeer more if you don't.
