All around, Helel is really easy to make nigh-invincible with a few very simple fusions, but Yosh*tsune is very easy to build to cause chaos with Hassou Tobi. #3.

Thanks to the Skill Tablets mentioned above you can give just about any Persona in the game one of the strongest AoE attacks or an amazing AoE heal. However, you can't change a Persona's innate resistances. It's for this reason that I believe the best Personas in this game are going to be ones you custom make with Skill Tablets.
